The City of Brookfield does not have a short-term-rental-specific noise ordinance. Section 9.08.100 addresses excessive noise generally, and a separate provision in Chapter 9.08 prohibits any person, firm, or corporation from creating loud or sharp noises, concussions, or disturbing sounds associated with construction, excavation, demolition, alteration, or repair of a building or development between 7 p.m. and 7 a.m. that would tend to annoy or disturb a reasonable person. Trash and garbage collection is also restricted to the 7 a.m. to 7 p.m. window. Disorderly conduct that disturbs neighbors (loud parties, amplified music, shouting) is enforced by the Brookfield Police Department under Chapter 9.08 and by reference to Wis. Stat. Sec. 947.01. Hosts are expected to communicate quiet expectations to guests because the property owner can be cited or held responsible for repeated nuisance complaints. Hosts who operate more than 10 nights per year are required to hold a Tourist Rooming House license under Wis. Stat. Sec. 66.1014 and ATCP 72.
Loud or sharp construction-type noise outside 7 a.m.-7 p.m., excessive noise under Section 9.08.100, or disorderly conduct can result in a municipal citation issued by Brookfield Police, with forfeitures set by Chapter 9 schedules. Repeated calls to a single STR property may also lead the Waukesha County Environmental Health Department to take action against the Tourist Rooming House license. Trash collection outside 7 a.m.-7 p.m. is a separate Chapter 9 violation.
