Galveston's STR ordinance sets no single numeric guest cap; instead the owner must post the maximum number of occupants inside the unit, governed by building and land-development code. Unincorporated county areas have no STR occupancy rule.
The current Galveston STR article (Ord. 25-060) does not state a flat headcount limit. It requires the owner or manager to post, in a conspicuous location, the maximum number of occupants along with parking, quiet hours, the 24-hour contact, and flooding/evacuation information. Actual occupancy is tied to the dwelling's building and fire code capacity and the Galveston Land Development Regulations rather than a fixed number in the STR ordinance. Because Texas counties cannot zone, unincorporated Galveston County imposes no occupancy limit on short-term rentals.
Exceeding posted occupancy or failing to post required information is a violation supporting a Class C misdemeanor citation (up to $500/day) and can factor into license revocation.
