Kaukauna prohibits parking on any city street between 2:00 a.m. and 6:00 a.m. from December 1 through March 31 each winter. Outside winter months, vehicles may park on any non-posted city street for up to 24 hours. Trailers and campers cannot be parked on city streets overnight at any time of year. Wisconsin Statute 66.1014 preserves Kaukauna's authority to regulate parking even though it caps how restrictively the city can regulate the rental itself.
Kaukauna's overnight parking framework affects every short-term rental host whose guests bring vehicles. From December 1 through March 31, no parking is allowed on any city street between 2:00 a.m. and 6:00 a.m.; the rule applies citywide, including in residential neighborhoods where most STRs operate. Outside winter months, residents and guests may park on any city street that is not posted (which excludes business districts) for up to 24 hours, so STR guests staying multiple nights must rotate vehicles or use off-street parking. A separate citywide rule prohibits trailers and campers from being parked on city streets overnight at any time of year, which is significant for STR guests who arrive towing boats, jet skis or utility trailers given Kaukauna's location on the Fox River. The Kaukauna Police Department (non-emergency 920-766-6333) enforces these parking rules, issues citations and arranges towing during winter weather emergencies. Wisconsin Statute 66.1014 prevents Kaukauna from banning STRs of seven days or longer but expressly preserves municipal authority over parking and traffic; an STR host cannot rely on the state 'right to rent' statute to override the December-to-March overnight ban or the trailer rule. Tourist rooming houses are licensed by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) under Wisconsin Administrative Code ATCP 72, with Outagamie County Public Health as the local agent. Wisconsin Statute 62.23 grants the city general zoning authority over off-street parking standards for residential uses, which apply to dwellings used as tourist rooming houses just as they do to owner-occupied homes.
Overnight parking citations are issued by the Kaukauna Police Department under the city's parking schedule of forfeitures, and during winter weather emergencies the department may have a vehicle towed at the owner's expense. Trailer and camper violations carry the same forfeiture exposure. The city does not separately license STRs at the municipal level (state DATCP licensing applies), but documented parking complaints at a tourist rooming house can be raised at the annual ATCP 72 license renewal inspection conducted by Outagamie County Public Health.
