Milwaukee County does not impose STR parking standards. The county has no unincorporated land and no residential zoning authority, so off-street parking minimums and on-street rules come from each of the 19 cities and villages. State law (Wis. Stat. 66.1014) caps how restrictive municipal STR rules can be. County roads are governed by Wis. Stat. Ch. 346 traffic provisions; blocking driveways, fire hydrants, or fire lanes is enforced by the local police department.
Because Milwaukee County is fully incorporated, the County General Code (Municode) contains no zoning chapter applying to residential STR parking. Off-street parking minimums for tourist rooming houses are set by each host municipality's zoning code: the City of Milwaukee imposes parking standards under MCO Chapter 295 (Zoning Code), Wauwatosa under its Zoning Code Chapter 24.16, and similar provisions exist in West Allis, South Milwaukee, Cudahy, Glendale, and the other Milwaukee County suburbs. Most municipalities require one or two off-street spaces per dwelling unit plus additional spaces tied to STR bedroom count; the City of Milwaukee Department of Neighborhood Services confirms parking adequacy at TRH license inspection. Wis. Stat. 66.1014 prevents any municipality from using parking rules to effectively prohibit rentals of 7 consecutive days or more, but reasonable parking standards consistent with the underlying zoning district are permitted. On-street parking is governed by Wis. Stat. Ch. 346 (Rules of the Road) plus each municipality's traffic and parking ordinance: vehicles may not block driveways, sidewalks, intersections, or marked fire lanes, and must stay at least 10 feet from a fire hydrant under Wis. Stat. 346.53(5). Overnight on-street parking is restricted in many Milwaukee County municipalities and may require a permit or call-in registration. Confirm exact off-street counts with the host municipality's planning department.
Off-street parking shortfalls are enforced by the host municipality under its zoning code with stop-use orders, license non-renewal, and per-day fines. On-street parking violations under Wis. Stat. Ch. 346 are enforced by the City of Milwaukee Police, suburban police, or Milwaukee County Sheriff with citations, towing, and impound. Blocking fire hydrants or fire lanes carries enhanced fines under Wis. Stat. 346.53 and 346.55.
