Peoria does not impose a short-term-rental-specific parking ratio. Instead, STRs must satisfy the off-street parking standards that apply to the property's underlying use under the Peoria Unified Development Code (Code of Ordinances Appendix A), generally treated as a dwelling unit with required on-site spaces. Guests must comply with citywide on-street parking rules including the 2 a.m. to 6 a.m. overnight parking restrictions and street-sweeping schedules.
Peoria's Short-Term Rental ordinance does not establish a separate, STR-specific parking ratio (such as one space per bedroom). Instead, a property used as a short-term rental must continue to satisfy the off-street parking requirements that apply to its underlying use under the Peoria Unified Development Code (Code of Ordinances Appendix A, Article 2 et seq.), most commonly the parking standard for a single-family dwelling, two-family dwelling, or multi-family dwelling depending on the property's zoning designation. For most single-family residential zoning districts, the Unified Development Code requires a minimum of two off-street parking spaces per dwelling unit; multi-family districts use a ratio per unit and sometimes per bedroom. STR operators converting an attached or detached garage to a sleeping or entertainment area should verify they are not reducing the count of compliant off-street spaces below the zoning minimum, since that can independently violate the Unified Development Code. Guest parking on the public street is governed by Peoria's general traffic and parking ordinances, which include a citywide overnight on-street parking restriction from 2:00 a.m. to 6:00 a.m., posted snow-route and street-sweeping clearances, and specific limits on parking in front yards or on unpaved surfaces in residential districts. Guests parking on lawns or blocking sidewalks may be cited under the property maintenance code. Where a Special Use Permit is required for the STR under Appendix A, the Zoning Commission may attach parking-related conditions specific to that property as part of the permit.
Failure to maintain the off-street parking required by the underlying zoning is enforceable by Peoria Code Enforcement under the Unified Development Code (Appendix A) and may carry escalating municipal-citation fines through the Administrative Hearing Officer. Guests parking overnight on city streets in violation of the 2:00 a.m. to 6:00 a.m. citywide restriction, on lawns or unpaved surfaces in residential districts, or in violation of posted snow-route and street-sweeping signs, are subject to parking tickets under Chapter 28 (Traffic) of the Code of Ordinances. Persistent neighborhood parking complaints tied to an STR address are recorded in HostCompliance and can be considered when the City reviews STR license renewal. Where the STR operates under a Special Use Permit and that permit attaches parking-related conditions, violation of those conditions is independently enforceable as a Special Use violation through the Community Development Department.
