Peoria, IL Short-Term Rentals: Permit Requirements (2026)

The City of Peoria administers short-term rental licensing through the Finance Department in partnership with HostCompliance (Granicus). The license is required for any property, or portion of a property, rented to guests for periods of 29 days or fewer, regardless of platform (Airbnb, Vrbo, direct booking). The annual license fee is $75 per rental unit; there is no multi-unit discount, and credit/debit card transaction fees apply at checkout. All applications and renewals are submitted online through the Peoria Short-Term Rental License & Tax Portal at peoria.hostcompliance.com. Existing licenses must be renewed by January 31 each year; email reminders are issued approximately 30 days before expiration. Missing the renewal deadline requires submitting a new application rather than a renewal. Before applying, operators must verify that the property's zoning under the Peoria Unified Development Code (Code of Ordinances Appendix A) permits short-term rental use; many residential districts require a Special Use Permit from the Community Development Department (309-494-8600). The STR license is separate from, and in addition to, the City's Residential Property Registration program, which covers non-owner-occupied rentals on a calendar-year basis. STR operators are also responsible for collecting and remitting the City's 8% Municipal Hotel/Motel/Room Rental Tax on every booking and for any required Illinois state Hotel Operators' Occupation Tax under 35 ILCS 145/. Peoria has not entered into voluntary collection agreements with Airbnb or Vrbo, so the operator bears full responsibility for tax remittance through the portal.
