When the city declares a snow emergency (called when 3 inches or more of snow is forecast or has fallen), parking is prohibited on all city streets until the snow emergency has been cancelled, with a $50 fine for violations. From December 1 through March 31, parking is prohibited on designated Snow Routes from midnight to 7:00 a.m. regardless of whether snow is on the ground. Section 10.16.080 of the Sun Prairie Municipal Code restricts vehicles exceeding 10,000 pounds or 22 feet in length from parking on regular streets except in business districts, with a narrow window in one-hour spaces between 6:00 p.m. and 7:00 a.m. and case-by-case exceptions through the police non-emergency line. Sun Prairie does not have a citywide alternate-side parking rule (the Public Works Committee declined to adopt one); the only alternate-side stretch is on Wyoming Avenue from November 15 to March 31. Off-street parking for any tourist rooming house must satisfy Dane County licensing, and adequate guest parking is reviewed during the annual state DATCP/Dane County tourist rooming house license process under Wis. Admin. Code ATCP 72. Wisconsin Statute 66.1014 prevents Sun Prairie from prohibiting STRs of seven days or longer but expressly preserves municipal parking authority, so guests cannot park on a city street more than 48 hours, during a snow emergency, on a Snow Route between midnight and 7:00 a.m. in winter, or in any posted no-parking zone.
Snow-emergency violations are subject to a $50 fine. 48-hour and Snow Route violations are enforced by the Sun Prairie Police Department under Title 10 of the Municipal Code and may result in citation and tow. Repeat parking complaints tied to a tourist rooming house can be reviewed by Dane County during license renewal. Wisconsin Statute 349.13 also authorizes municipal towing of vehicles in violation of local parking restrictions.
