Middleton's published Tourist Rooming House guidance directs hosts to Public Health Madison & Dane County for state licensing under Wisconsin Administrative Code ATCP 72 and to the City Clerk and Planning Department for any municipal licensing or zoning conditions. The City has not adopted an STR-specific off-street parking standard, so guest parking is governed by the existing parking requirements of the underlying dwelling under Chapter 10 of the Middleton Code of Ordinances (the 2024 Zoning Ordinance, adopted under Wis. Stat. Sec. 62.23) and by the general parking ordinances enforced by the Middleton Police Department. Sec. 15.04(5) of the Middleton Code establishes seasonal alternate side parking from November 15 through March 15 each year: no vehicle may be parked or left standing between 1:00 a.m. and 7:00 a.m. on the even-numbered side of any street on odd-numbered calendar days, or on the odd-numbered side on even-numbered calendar days. Specific exemptions include certain blocks of Parmenter Street (University to South Avenue), Middleton Beach Road, and Middleton Street south of Voss Parkway, plus blocks where full-time parking is prohibited on one side. Outside of the seasonal restriction, no vehicle or trailer may be parked on a public street for longer than 24 hours under the City's general parking ordinances. Wis. Stat. Sec. 66.1014 prevents Middleton from prohibiting STRs of seven consecutive days or longer but preserves the City's authority to apply neutral parking and zoning rules. Hosts should disclose driveway capacity, the seasonal alternate side schedule, and the 24-hour street-parking limit in their house rules so guests do not block sidewalks, park on terraces, or accumulate citations and tow charges. Reminders for the alternate side ordinance are posted on reflectorized signs at the City limits along all state and county trunk highways.
Vehicles parked in violation of Sec. 15.04(5) (seasonal alternate side) or the citywide 24-hour street parking rule are subject to citation and towing by the Middleton Police Department under the City's bond schedule. Vehicles parked in front yards, on terraces, or otherwise off the defined driveway are also subject to enforcement under Chapter 10 (Zoning). Documented parking complaints tied to a licensed tourist rooming house can be considered by Public Health Madison & Dane County at the annual July 1 license renewal.
