040(F)(1) sets the city's baseline surfacing standard for parking areas. It sweeps in "all off-street parking and traffic circulation areas," and the parenthetical makes clear that phrase reaches residential driveways, not just commercial lots. The only carve-outs are the RH-35ac and CR-5ac districts, Sun Prairie's rural-holding and conservancy-residential zones, where gravel or unpaved driveways remain acceptable because those districts are designed around larger, more rural lots. Everywhere else in the city, a driveway made of dirt, grass or loose gravel does not meet the code; the surface has to be a hard, all-weather material such as asphalt, concrete or pavers, and the city engineer is the one who signs off on whether a given surface satisfies that standard.

The same subsection adds a marking requirement for larger lots: any surfacing intended for six or more parking stalls must be striped or otherwise marked to clearly show where each required space is. That marking duty does not apply to a typical single-family driveway with room for only a car or two, but it does reach shared driveways or parking courts serving several units once the stall count reaches six. 36's broader off-street parking and traffic circulation standards, which also cover curbing, landscaping separation and visibility triangles at intersections, so a driveway project that resurfaces or expands parking area can trigger those adjoining requirements as well.
