06(7)(f), every off-street parking, loading, and traffic circulation area, including a single-family driveway, must be graded and surfaced so it stays dust-free and properly drained, paved with a hard, all-weather or comparable surface. The Code carves out only narrow exceptions: driveways in the AGR and CON zoning districts are exempt from paving except for the first 20 feet closest to the right-of-way, which must still be asphalt or concrete, and paved pads for recreation-equipment or utility-trailer storage may sit in a side or rear yard.

06(9)(d)1 governs where a vehicle can sit once the driveway exists: no front yard of a residential lot may be used to park a motor vehicle except in an approved driveway, and any vehicle parked in that driveway cannot come within 5 feet of the street right-of-way line. The same subsection caps outdoor parking of a resident's commercial vehicle at one per dwelling unit (10,000-pound gross weight or less, under 21 feet long) and bars parking any truck or trailer combination over 10,000 pounds outdoors, except recreational vehicles kept in a legal driveway or off-street space. The Zoning Administrator enforces these standards through the site plan and permit review process described earlier in the same chapter.
