Unincorporated Allen County has no dedicated short-term rental (STR) permit ordinance. Indiana law (IC 36-1-24) makes an owner-occupied STR a permitted residential use and blocks local bans. Any local permit adopted after HEA 1210 may not exceed $150 and cannot function as a cap.
Allen County's Zoning Ordinance (Title 3) contains no separate short-term rental permit. State preemption controls: IC 36-1-24-8 makes owner-occupied STRs a permitted residential use anywhere residential use is allowed. For a non-owner-occupied STR, IC 36-1-24-9 lets a unit require a special exception or variance but bars denials that unreasonably restrict STRs. No county STR-specific penalty exists. Zoning or building-code violations in the unincorporated area are enforced by the Department of Planning Services under Title 3 administration, the same as for any residence.
