Redlands, CA Short-Term Rentals: Permit Requirements (2026)

Unlike many California cities, Redlands has not adopted a stand-alone short-term-rental ordinance. A review of the City's official Planning Permits page lists every planning entitlement the City issues - Administrative Use Permit, Conditional Use Permit, Home Occupation Permit, Temporary Sales and Special Events, and others - but contains no short-term-rental permit or vacation-rental permit. The Municipal Code's chapter on 'Permit Requirements for Rental Dwelling Units' (Chapter 5.98) and the City's Rental Property Inspection Program govern rental housing generally; neither establishes an STR-specific use permit, and the City has not published an STR registration or use-permit framework. The only place the Code squarely addresses short-term rentals is in its SB 9 (two-unit / urban-lot-split) provisions: Municipal Code Section 18.156.1330, adopted by Ordinance No. 2985 (2025), provides under 'Regulation of Uses' that 'No dwelling unit on the lot may be rented for a period of less than thirty (30) days,' and requires the owner to record a deed restriction that 'expressly prohibits any rental of any dwelling on the property for a period of less than thirty (30) days.' That ban applies only to lots developed through SB 9, not citywide. Because there is no citywide STR permit scheme, a host's principal obligations come from generally applicable rules: a City business license/registration where required, the Transient Occupancy Tax (Chapter 3.24), zoning use limits in the underlying district, and the Community Noise Control chapter.
