Redlands has no short-term-rental registration program. There is no City STR registry, certificate, or annual STR renewal in the Municipal Code. Hosts who collect Transient Occupancy Tax must register with the City's Revenue Division for TOT, and rental properties may fall under the City's general Rental Property Inspection registration - but neither is an STR-specific license.
The City of Redlands does not operate a short-term-rental registration or permit-number system. There is no STR certificate, no STR-specific application, and no annual STR renewal in the Municipal Code, and the City's Revenue Division and Planning pages describe no STR registry. Two generally applicable registrations can still apply to a host. First, transient-occupancy-tax registration: because Redlands imposes a Transient Occupancy Tax under Municipal Code Chapter 3.24 on any 'transient' occupying a 'hotel' (defined broadly to include lodging structures and dwellings rented to transients), an operator who rents to guests for fewer than 30 days is generally required to register with the City and collect and remit the tax. The City's Revenue Division administers transient-occupancy-tax forms and business tax. Second, the City runs a Rental Property Inspection Program under which owners register rental properties and obtain a rental permit so units are maintained to City standards; this is a property-maintenance registration that is not specific to short-term rentals and does not, by itself, authorize transient use. Importantly, Airbnb does not collect and remit Redlands' Transient Occupancy Tax on hosts' behalf (Redlands is not on Airbnb's California tax-collection list), so a Redlands host must handle TOT registration and remittance directly with the City. Anyone operating should confirm whether a business license and TOT certificate are required for their specific situation with the Revenue Division.
Failing to register for and remit the Transient Occupancy Tax when operating transient lodging can lead to assessment of unpaid tax, penalties and interest under Chapter 3.24 and enforcement by the City's Revenue Division. Operating a rental without the required property registration/permit under the Rental Property Inspection Program, or a required business license, can also draw Code Enforcement action.
