Some cities allow short-term rentals only in an owner's primary residence. Redondo Beach has no such allowance because it prohibits short-term rentals entirely in residential zones, regardless of owner-occupancy. RBMC 10-2.402(a) classifies lodging of thirty (30) consecutive days or less as hotel/motel use, and RBMC 10-2.501 and 10-2.511 do not permit that use in single-family or multi-family residential zones. There is no "hosted," "owner-occupied," or "primary-residence" STR category in the code. Note that California ADU law (Government Code section 66323) separately bars renting an accessory dwelling unit for fewer than 30 days statewide, reinforcing that even an owner living on-site cannot legally short-term rent an ADU.
