Redondo Beach's zoning landscaping regulations (Article 7, RBMC Section 10-2.1900) incorporate the California State Model Water Efficient Landscape Ordinance (MWELO/WELO), with the more stringent standard controlling. New or substantially rehabilitated landscapes meeting the state thresholds (generally 500 square feet or more) must use water-efficient, climate-appropriate plant palettes and efficient irrigation. The City encourages California-native and drought-tolerant species and publishes a recommended water-conserving trees and plants list to guide compliant landscaping. Natural turf is also limited (not to exceed 20% of landscape area for nonresidential projects), pushing designs toward native and low-water plantings.
Landscape plans that fail MWELO water-budget and plant-efficiency requirements can be denied or required to be revised before plan approval and final sign-off.
