Alameda has no STR-specific registry. A host registers indirectly by obtaining a City business license from the Finance Department, submitting a Zoning Clearance form to the Permit Center, and obtaining a Home Occupation Permit when operating from a residence. A dedicated STR registration program is part of the draft ordinance under development but not yet adopted.
The City of Alameda does not operate a stand-alone short-term rental registration or licensing portal. Because Alameda lacks STR-specific zoning and treats short-term rentals largely like other transient lodging for tax purposes, registration happens through the City's existing business and land-use processes rather than a separate STR registry. In practice a host is expected to: (1) obtain a City business license from the Finance Department, which is renewed annually (Alameda business licenses are renewed by June 30 and fees are based on gross receipts); (2) submit a Zoning Clearance form signed by the Permit Center confirming the use is allowed at the address; and (3) obtain a Home Occupation Permit if the short-term rental is operated out of the host's residence. There is no STR-specific registration number, no third-party safety inspection mandate, and no citywide registration cap in the current code. The City's Planning Board, at its February 10, 2025 workshop, discussed enforcement options that could include requiring hosts to register through a permit system, self-certify regulatory compliance, and pay registration fees - but those mechanisms remain proposals under the draft ordinance and are not yet law. Staff direction at the workshop leaned toward regulating booking platforms as a business-licensing condition rather than registering individual hosts, and toward favoring hosted and semi-hosted rentals. Hosts should verify the current registration framework with the City's Planning, Building and Transportation Department and Finance Department, since this is an actively evolving area.
Operating an STR business without the required City business license, or without Zoning Clearance / a Home Occupation Permit where applicable, can trigger code-enforcement citations and penalties. The City warns that failure to obtain the proper licenses and permits may result in fines and penalties. A future STR registration ordinance may add separate registration violations and fees.
