Alameda has no ordinance prohibiting rainwater harvesting. The City's Bay-Friendly and Water Efficient Landscape Ordinance (AMC Section 30-58) actively promotes greywater systems and sustainable landscape practices, and EBMUD offers rebates. Rain barrels are generally allowed; larger or plumbed greywater and cistern systems follow the California Plumbing Code and require permits.
The City of Alameda encourages on-site water reuse rather than restricting it. Capturing rainwater in rain barrels for outdoor irrigation is allowed and is consistent with the City's conservation goals. The City's Bay-Friendly and Water Efficient Landscape Ordinance, AMC Section 30-58, lists among its purposes promoting the use of greywater systems and establishing standards for sustainable landscape practices in accord with the StopWaste.Org Bay-Friendly Landscape protocols. Section 30-58.4 requires covered landscape projects to follow the Bay-Friendly Landscaping Guidelines and submit a Water Efficient Landscape Worksheet to EBMUD, which can incorporate efficient and reuse practices. California law (the state Plumbing Code, Title 24, and Civil Code provisions) governs simple laundry-to-landscape greywater systems, which typically do not need a permit, while more complex greywater systems and plumbed rainwater cisterns require a plumbing permit from the City's Permit Center. Stormwater is also regulated for quality under the City's Storm Water Management and Discharge Control article (AMC Chapter XVIII, Article III), which is aimed at keeping pollutants out of the Bay rather than at limiting harvesting. EBMUD provides rebates and guidance for irrigation upgrades and water-saving landscape conversions that pair well with rainwater capture.
There is no penalty for installing a rain barrel for outdoor irrigation. Installing a plumbed greywater or larger rainwater system without the required plumbing permit, or in a way that creates cross-connection or runoff problems, can trigger building/plumbing code enforcement and stormwater-discharge violations under AMC Chapter XVIII, Article III.
