Because there is no city-specific feeding ban, enforcement is indirect: feeding that creates unsanitary conditions or attracts vermin may be abated as a public nuisance under Section 7-4.3 and city public-health authority. Feeding big game or creating a predatory-mammal nuisance violates California Fish & Game regulations (14 CCR 251.1).
