The code permits height extensions with "see-through style" material (less than 50% opaque per square foot, such as pickets, lattice, or wrought iron): a 3-foot limit can rise to 4 feet, or to 5 feet subject to Planning Director approval for design compatibility; a 6-foot limit can rise to 8 feet. Barriers inside a permitted building envelope may rise to the zone's building height. Height is measured from grade within 18 inches horizontally of the point. These are city zoning rules and are stricter than the California Building Code, which only requires a permit above 7 feet and does not set front-yard limits.
Fences exceeding these limits are zoning violations enforced by Planning & Building Code Enforcement; the city can require lowering, removal, or modification, and a variance is needed for nonconforming heights. Barriers in visibility zones over 3 feet create a sight-safety hazard subject to abatement.
