VR Activity Permit applications are filed with the Siskiyou County Planning Department under Section 10-6.6105. The owner must submit a site plan, bedroom dimensions, owner and 24-hour manager contact details, proof of CAL FIRE inspection, and certify compliance under penalty of perjury. Section 10-6.6105 requires the property owner (who may not already hold another VR Activity Permit) to apply to the Planning Department with a site plan, a diagram of the rental structure, and annotated dimensions of each bedroom. The application must show the property has no current building or zoning violation, and the applicant must certify in writing, under penalty of perjury, that the unit conforms to all Section 10-6.6104 standards. Owners must provide full name and contact information for all owners (and, for entities, ownership and Secretary of State registration details), plus contact information for a licensed 24-hour management company or property manager. CAL FIRE inspection forms 4290 and 4291 (Public Resources Code Sections 4290 and 4291) must be completed and submitted, along with a statement that no restrictive covenant prohibits the rental, and all required fees. Under Section 10-6.6107 the Planning Division notices surrounding owners within 300 feet, who have 30 days to submit opposition letters. Section 10-6.6109 requires the owner to obtain a business license and a transient occupancy tax certificate before the permit issues. Inactive applications expire after six months (Section 10-6.6106).
Knowingly making a false statement of material fact, or omitting one, is grounds to deny a VR Activity Permit under Section 10-6.6106. Operating without completing registration violates Section 10-6.6103 and can lead to revocation, administrative fines, and civil action under Section 10-6.6110.
