Conroe has no dedicated STR registration ordinance. However, anyone offering sleeping rooms for stays under 30 days must register with the city for Hotel Occupancy Tax (HOT) collection under Code Ch. 62.
The City of Conroe has not adopted a stand-alone short-term rental permit or registry. The only mandatory city registration for Airbnb/VRBO operators flows from Conroe Code Chapter 62 (Taxation), which requires anyone who owns, operates, manages, or controls a hotel, motel, bed-and-breakfast, or 'other location' offering sleeping rooms for periods under 30 days to file monthly Hotel Occupancy Tax returns. The City partners with Localgov for electronic filing. Texas has no statewide STR preemption other than HB 2127 limits, so Conroe could adopt rules later. Operators must also comply with zoning, building, and life-safety codes.
Failure to register and remit HOT subjects operators to back taxes, statutory penalties, and interest under Tex. Tax Code Ch. 351 and Conroe Ch. 62.
