Lincoln does not operate a short-term rental registration or permit registry. Any business activity in the city, however, must hold a general business license under Lincoln Municipal Code Chapter 5.04, administered through Lincoln's HdL-hosted business license portal.
Lincoln has no STR-specific registration ordinance. The general business license requirement in LMC Ch. 5.04 applies to 'every person transacting and carrying on any business' within the city. Applications are processed through https://lincoln.hdlgov.com/Home/Home/BusinessLicense. The Planning Department also requires a home occupation permit under LMC Ch. 18.62 for any business conducted within a dwelling, but Ch. 18.62 limits home occupations to uses 'incidental and secondary' to residential use, with operating hours 7:00 a.m. to 6:00 p.m., no customer traffic that changes residential character, no flammable/hazardous storage, and no business vehicles larger than a standard pickup. Renting an entire home to transients is not consistent with the 'incidental and secondary' standard, so a home occupation permit cannot legitimize a whole-house STR. There is no California statewide STR registry; AB 1482 (Civ. Code §§1946.2, 1947.12) regulates long-term tenancies and excludes stays under 30 days, leaving STR registration entirely to local choice.
Operating without a business license is a misdemeanor under LMC §5.04.250 and the general penalty in §1.16.010 (up to $1,000 and/or 6 months per violation). Civil penalties may also be imposed under the City's administrative citation provisions. Continued unlicensed operation can trigger daily-recurring penalties.
