Oceanside Municipal Code Chapter 24 governs short-term rentals defined as less than 30 consecutive days. Major 2024 amendments established strict geographic restrictions. Ordinance 24-OR0844-1 (effective February 2024) prohibits new non-hosted STRs outside the Coastal Zone. Ordinance 24-OR0207-1 (effective June 2024) caps non-hosted permits at 480 west of Coast Highway and bans new permits in the R-1 zone. Both hosted and non-hosted units require STR permits at $250 annually. Maximum five bedrooms per STR citywide. Tenants cannot rent as STRs. Properties with ADUs or JADUs permitted after September 9, 2017 cannot operate as STRs. Pre-existing permits may be renewed but expire upon property sale in R-1 zones. Coastal Zone changes require Local Coastal Program Amendment approval from the California Coastal Commission.
