Pasco has no short-term rental registry because rentals under 30 days are not allowed. The registration that exists is for rentals of 30 days or longer: under PMC Chapter 5.60 every rental dwelling must hold an annual Rental License and pass a certificate of inspection every two years. Any business also needs a license under PMC 5.05.020.
Because Pasco does not allow rentals of fewer than 30 days, there is no short-term rental registration program in the city - no STR registry, no annual STR renewal, and no STR-specific number to display in listings. The registration system that does apply to rented housing is the Residential Rental Program for longer-term tenancies. Under PMC Chapter 5.60 (Rental License), rental dwellings must be licensed yearly, and as a condition of the license each rental unit must be inspected with a certificate of inspection submitted to the city. The city is divided into inspection districts tied to calendar quarters, and certificates are submitted on the schedule for the applicant's assigned district within each two-year cycle. Separately, PMC 5.05.020 requires a business license for anyone engaging in business in Pasco; the city directs applicants to register through the Washington State Department of Revenue's Business Licensing Service. At the state level, RCW Chapter 64.37 - Washington's short-term rental law - requires short-term rental platforms (such as Airbnb and Vrbo) to register with the Department of Revenue and operators to meet safety standards, but those state obligations presuppose a short-term rental that is lawful where it sits; they do not override Pasco's local prohibition. In short, the only registrations relevant in Pasco are the 30-plus-day Rental License and the general business license, not an STR registry.
Renting a dwelling without the required Rental License under PMC Chapter 5.60, or engaging in business without a license under PMC 5.05.020, places an owner out of compliance. Attempting to operate a sub-30-day rental is an unauthorized use that Pasco's Code Enforcement Division (509-543-5743) can address through the city's land-use and nuisance enforcement.
