The City of Torrance adopted its Short Term Rental Ordinance (O-3861) in 2019, with amendments in 2021 (O-3890) following California Coastal Commission approval for Coastal Zone regulation. Regulations are codified at TMC Section 92.43. A short-term rental is defined as rental of any residence or portion thereof within a legally permitted residential structure for 30 consecutive calendar days or less. Permit registration is one-time with no renewal fee. Applications can be submitted via email to CDDinfo@TorranceCA.gov or in-person at the Permit Center at Torrance City Hall, 3031 Torrance Blvd. All advertisements on hosting platforms must display the city-issued permit number. A business license is required, and operators must remit Uniform Occupancy Tax to the City of Torrance. Beginning March 1, 2024, Airbnb.com collects and remits occupancy tax directly, but owners must still file quarterly reports and pay tax on bookings from other platforms.
