Under GMC Chapter 5.56, any person wishing to engage in home-sharing must first obtain a Home-Sharing License from the City of Glendale Community Development Department. Hosts must provide proof of residency to the satisfaction of the community development director. A Transient Occupancy Registration Certificate is also required to collect and remit the 12% TOT on rental income. License numbers must be displayed in a visible location on all advertisements, including hosting platform listings. Annual renewal is mandatory and hosts must keep contact and property information current with the city. Properties with accessory dwelling units are not eligible for home-sharing. Hosts in multifamily buildings must have written permission from the property owner. The ordinance applies to stays of 30 consecutive days or less.
First offense: $500 fine. Subsequent offenses: $1,000+. Advertising without a license number: citation. Operating without a license: immediate enforcement action. License revocation for repeated violations.
