Hosts must register annually with LA County TTC, pay $914, and submit a sworn affidavit affirming primary-residence status, a local responsible contact reachable 24/7, and consent of the property owner.
Section 7.96.040 requires the application to include: (1) verification of identity and Primary Residence, (2) a designated Local Responsible Contact reachable 24 hours by phone, (3) a list of every Hosting Platform that will be used, and (4) whether un-hosted stays will be offered. The Host signs an affidavit under penalty of perjury and must obtain notarized consent from the Property Owner. Section 7.96.060.B requires the certificate to be posted conspicuously inside the unit, and Section 7.96.060.D requires the certificate number to appear visibly on every listing.
Operating without a valid certificate is a separate violation each day under 7.96.090. Fines escalate up to $914/day plus revocation, and the TTC will mail neighbor notices within 7 days of issuance (7.96.060.C).
