The registration certificate is the sole standing registration document required by the Carson code for hosts taking transient occupants. The certificate is non-transferable and must remain posted at the premises at all times. Operators must also report and remit collected TOT to the City Tax Administrator on the schedule set by the ordinance (typically monthly, with returns and payment due on or before the last day of the month following the close of each reporting period). Carson does not maintain a separate STR registry or public listing, has not imposed a permit cap, and does not require zoning clearance specific to STRs because no dedicated STR ordinance has been adopted. Carson is a contract city for law enforcement (LA County Sheriff — Carson Station) and fire (LACoFD); no local STR safety inspection program exists. Operators must obtain a Carson business license through the Finance Department in addition to the TOT certificate.
Operating without the posted certificate or failing to file TOT returns subjects the operator to delinquency penalties (10% if late; an additional 10% if over 30 days late), interest at 0.5% per month from delinquency, fraud penalty of 25% if applicable, and potential misdemeanor/infraction prosecution under CMC general code-enforcement provisions.
