Registration to operate a short-term rental in unincorporated Sacramento County runs through three County offices. First, the operator applies for a Short-Term Rental Permit from the Office of Planning & Environmental Review under Sacramento County Code Chapter 4.08 and Zoning Code Sections 3.9.3.AA and 6.5.6. Second, the operator obtains a General Business License from the Department of Finance, which is required in addition to the zoning permit.
