Fulshear requires every person engaged in door-to-door commercial solicitation, peddling, or canvassing within city limits to obtain a city-issued solicitation permit before approaching residences.
Fulshear's solicitation ordinance, administered through the Development Services Department, requires applicants to submit identification, a background check, and information about the goods or services being offered. Approved solicitors are listed on the city's public Approved Solicitors page so residents can verify credentials. Permitted solicitors must carry their city-issued ID badge while working and present it on request. Religious, political, and charitable speech receive constitutional protection but commercial solicitors must comply with the registration ordinance.
Soliciting without a Fulshear permit can result in citations, removal from the property by police, and fines processed through the municipal court for ordinance violations.
