Rosenberg requires itinerant vendors and home solicitors to obtain a city permit at least seven days in advance under Chapter 16, Article IV, Sec. 16-171 through 16-184, with a $50 fee and 40-day validity.
Under Chapter 16, Article IV, Sec. 16-171 through 16-184 of the City Code, no person may sell, offer to sell, exhibit for sale, or take orders for goods or services in Rosenberg without first getting a permit from the city Permit Office at 2220 4th Street. Applications must be received at least seven days in advance and submitted under oath before a notary. Applicants must disclose vehicles, prior solicitation cities, and felony or moral turpitude convictions in the past five years. Fees are $50 per itinerant vendor or solicitor and $25 per curb painter. Permits are valid for no more than 40 consecutive days (90 days for curb painters). Each approved solicitor receives and must wear a city-issued badge at all times.
Soliciting without a permit, failing to wear the city badge, or letting the 40-day permit expire without renewal can result in misdemeanor citations and is one of the city's commonly enforced code violations.
