Under Ordinance No. 2243, anyone engaged in home solicitation, charitable solicitation, or itinerant peddling in Katy must obtain a permit and register with the Katy Police Department before knocking on doors.
Katy's Ordinance No. 2243 governs door-to-door sales, charitable solicitations, and itinerant merchants. Solicitors must apply through the Katy Police Department, undergo a background check, and carry a KPD-issued identification card visible to residents. Solicitation hours are restricted to 8:30 a.m. through 6:00 p.m., Monday through Friday. The peddler license fee is approximately $50 monthly or $70 annually, and a peddler bond is required. Residents can call KPD at 281-391-4848 to verify a solicitor or report unpermitted activity.
Soliciting without a permit, working outside permitted hours, or failing to display KPD identification can result in citation, removal from the city, denial or revocation of future permits, and criminal charges for repeat offenses.
