Rosenberg defines a junk vehicle as one that lacks an unexpired license plate or valid motor vehicle inspection certificate, is wrecked, dismantled, partially dismantled, or discarded, or is inoperable and has remained so for more than seventy-two hours on public property or thirty days on private property. Such vehicles are declared a public nuisance unless completely enclosed in a building or otherwise not visible from any public place. The city may issue notice and remove the vehicle if the owner does not comply.
