Irvine, CA Street Vending: Cart & Stand Rules (2026)

Sidewalk vending carts and equipment in Irvine must be self-contained, mobile, and capable of being moved by the vendor without a motor vehicle during vending hours. Under SB 946, carts cannot be permanently affixed to the ground. Food vending carts must comply with the California Retail Food Code and Orange County Health Care Agency compact mobile food operation requirements, including proper food temperature control, handwashing facilities, waste disposal, and food handler certification. Carts must display the vendors permit number and business license in a visible location. Equipment must not exceed dimensions that would impede the minimum pedestrian clear passage width on sidewalks. Vendors are responsible for keeping their vending area clean and removing all trash and debris within a reasonable radius of their cart. No generators or amplified sound equipment may be used in a manner that creates noise exceeding Irvine Municipal Code noise standards. The city may impose additional equipment standards through administrative regulation.
