Under Irvine Municipal Code Chapter 14, sidewalk vendors must obtain a sidewalk vending permit from the city before operating. Applicants must provide a valid California drivers license or ID number, individual taxpayer identification number, or municipal ID in lieu of a social security number, per SB 946 requirements. A valid California Department of Tax and Fee Administration sellers permit is also required. The city requires a business license under Section 4-6-207 for all business activity. SB 635 (effective 2026) further prohibits the city from requiring fingerprinting, LiveScans, or background checks for sidewalk vending permit applicants. The city may impose reasonable permit fees that do not exceed the cost of administering the vending program. Permits are non-transferable. Food vendors must also comply with Orange County Health Care Agency food handling requirements and obtain a health permit.
