If the pool's own raised wall is used as part of the barrier, owners should verify with the Building Division that the resulting barrier and any ladder or access controls satisfy the adopted code. Pool equipment electrical work follows the National Electrical Code regardless of the building-permit exemption.
Skipping required fencing or setbacks for an above-ground pool is a Zoning Code violation even when the pool itself is exempt from a building permit. The city can require corrective fencing and pursue enforcement and penalties under Title 11.
