General weeds (non-noxious) become a nuisance when they exceed ten inches in height and the height results from neglect rather than intentional ornamental, agricultural, or native/xeriscape planting. Enforcement uses the notice-to-abate, appeal, and City-abatement procedure in 5-8-12 through 5-8-14, with abatement costs assessed against the property. Statewide, Idaho Code 22-2407 imposes an independent duty: 'It shall be the duty and responsibility of all landowners to control noxious weeds on their land and property,' and 'the cost of controlling noxious weeds shall be the obligation of the landowner.' County weed-control authorities can serve individual notices and bill landowners for work done after a five-day notice. So even where the City rule might not reach a particular parcel, the state noxious-weed duty still applies.
Letting noxious weeds grow violates both City Code 5-8-11 and Idaho Code 22-2407. The City issues a notice to abate (10 days) and can abate and bill the owner; the county may also serve a notice and charge the landowner for control work performed after a five-day notice.
