Idaho Falls regulates heavy and commercial vehicles primarily through Sec. 9-4-3, which provides that any person who parks a motor vehicle having a gross vehicle weight greater than 10,000 pounds in any residentially-zoned district within the City is guilty of an infraction, unless such parking is necessary to load or unload the vehicle in an expeditious manner. This effectively keeps large trucks and commercial rigs out of residential neighborhoods except for brief loading stops. In alleys, Sec. 9-4-2 makes it an infraction to park a motor vehicle for any purpose other than to load or unload in a reasonably expeditious fashion, and only if at least ten (10) feet of clearance is left on each side of the vehicle between adjacent buildings or structures. Sec. 9-4-4 prohibits using any street or alley to repair a vehicle except for temporary emergency repairs, which limits commercial servicing on the public right-of-way. Loading and unloading in designated loading zones is governed by Sec. 9-4-19, and during 'operating time' (8:00 a.m. to 6:00 p.m., excluding Saturdays and legal holidays) loading zones may be used only for loading or unloading persons, supplies, or merchandise. Penalties are infractions with fines set by Council resolution (Sec. 9-4-28).
Parking a vehicle over 10,000 pounds GVW in a residential zone (beyond expeditious loading), parking in an alley for anything other than prompt loading or without 10 feet of clearance, or repairing a vehicle on a street or alley (other than emergency repairs) are infractions under Sec. 9-4-2, 9-4-3, and 9-4-4.
