Idaho Falls City Code lets the City Council establish loading zones (Sec. 9-4-15), which the Chief of Police marks with signs. During 'operating time' of 8:00 a.m. to 6:00 p.m. (excluding Saturdays and legal holidays), loading zones may be used only to load or unload persons, supplies, or merchandise (Sec. 9-4-19).
Idaho Falls City Code authorizes the City Council to establish parking and loading zones on city streets, with all changes ordered by Council and entered in the official minutes (Sec. 9-4-15). The Chief of Police designates these zones by installing signs and by painting or marking lines on the street or curb (Sec. 9-4-16). Sec. 9-4-19 governs use: a person may park in a loading zone to unload persons, supplies, or merchandise, but parking in a loading zone or space during 'operating time' for any other purpose is unlawful. 'Operating time' is defined in Sec. 9-4-18 as the time between eight o'clock (8:00) a.m. and six o'clock (6:00) p.m. of every day, and it excludes any Saturday or legal holiday. Vehicles parked in a loading zone must be entirely within the markings for one space and parked parallel or diagonal to the curb as marked, with the front of a diagonally parked vehicle within eighteen inches (18') of the curb (Sec. 9-4-17). Unlawful parking in violation of posted loading-zone signs is an infraction punishable by a fine set by Council resolution, and the Council may set higher or graduated fines for repeat violations (Sec. 9-4-20). Separately, alleys may be used only for loading and unloading, with ten feet of clearance on each side (Sec. 9-4-2).
Parking in a loading zone during operating time (8:00 a.m.-6:00 p.m., excluding Saturdays and legal holidays) for any purpose other than loading or unloading persons, supplies, or merchandise is unlawful under Sec. 9-4-19 and an infraction under Sec. 9-4-20, with fines set by Council resolution and graduated penalties possible for repeat offenses.
