Idaho Falls City Code Title 9, Chapter 5 bans on-street parking during declared snow events from November 14 through March 15, using zone-based and odd/even-day rules. A snow event is more than two inches of snow on the roadway. Sec. 8-10-8 also requires property owners to clear abutting sidewalks within 24 hours of a precipitation event.
Idaho Falls runs winter parking restrictions through City Code Title 9, Chapter 5. The Winter Season runs from midnight November 14 through midnight March 15 of the following year (Sec. 9-5-2). A 'Snow Event' is any occurrence in which more than two inches (2') of snow accumulates on the roadway, as determined by the City and posted on its official website. During the Winter Season, Sec. 9-5-4 prohibits parking by zone: Arterial and Collector Streets allow no parking at any time; Night-time Snow Removal Streets bar parking from 8:00 p.m. to 8:00 a.m.; Downtown north-south streets bar parking midnight to 8:00 a.m. on even calendar days and east-west streets on odd days. In Zone A, beginning at a snow event, north-south streets bar parking 8:00 a.m. to 5:00 p.m. on even days and east-west on odd days, until snow removal is complete; in Zone B, no parking from midnight on a snow event day until removal is finished. Vehicles parked in violation may be removed at the direction of a police officer and towed to another street or to a storage lot without prior notice (Sec. 9-5-6), with the owner responsible for towing and storage fees (Sec. 9-5-7). Each violation is an infraction (Sec. 9-5-8). Separately, City Code Sec. 8-10-8 requires owners to clear hail, snow, sleet, and ice from abutting sidewalks within 24 hours after a precipitation event ceases, and Sec. 8-10-9 bars pushing snow into streets or rights-of-way. Residents can text 'snowIF' to 38276 for alerts.
Parking on the street during a declared snow event in violation of the zone or odd/even-day rules (Sec. 9-5-4) is an infraction, and the vehicle may be towed and stored at the owner's expense without prior notice. Failing to clear an abutting sidewalk within 24 hours of a precipitation event, or pushing snow into the street, is an infraction under Sec. 8-10-8 and 8-10-9.
