Above-ground pools in Jefferson County (Louisville Metro) with water depth over 24 inches require a building permit. Pool walls at least 48 inches above grade can serve as the required barrier. Ladder and stair access must be enclosed or non-climbable when pool is not in use. Kentucky Residential Code applies.
Under LMCO Β§ 150.001 (adopting the Kentucky Residential Code), above-ground pools with water depth exceeding 24 inches require a building permit from Louisville Metro Codes & Regulations (502-574-3321). The elevated wall of an above-ground pool can serve as the required pool barrier if it reaches at least 48 inches above the exterior grade. Stairs, ladders, and other access points must be enclosed or rendered non-climbable when the pool is not in active use to prevent unauthorized access by children. Above-ground pools should not be installed over septic systems, underground utilities, or within drainage easements. Compliance with IBC pool barrier standards is required throughout Jefferson County.
Above-ground pools installed without permits: code enforcement, potential removal orders. Non-compliant ladder/stair barriers: safety violation. Permit required before installation.
