Above-ground pools in Louisville Metro require a building permit when water depth exceeds 24 inches. Pool walls/decks at least 48 inches high may serve as the required barrier, with separate enclosure required for stairs/ladders. Above-ground pools are regulated by the Kentucky Residential Code as adopted by Louisville Metro.
Under Louisville Metro's adoption of the Kentucky Residential Code (LMCO Β§ 150.001), above-ground pools with a water depth exceeding 24 inches require a building permit from Codes & Regulations. The elevated wall of an above-ground pool can count as the required pool barrier if the wall/deck structure is at least 48 inches above exterior grade. Any access point such as stairs or a ladder must be enclosed or made non-climbable when the pool is not in use to prevent unauthorized entry by children. The overall pool structure must comply with the same IBC pool barrier requirements as in-ground pools. Above-ground pools should not be installed over septic systems, underground utilities, or within drainage easements.
Above-ground pools built without permits: code enforcement citations and possible removal orders. Non-compliant barriers around ladders/stairs: safety violation. Building permit required before installation.
