Lubbock requires permits for above-ground pools over 24 inches deep or 5000 gallons. Pool walls 48+ inches above grade can serve as the barrier if ladders are secured.
Lubbock applies IRC Appendix G standards to above-ground pools. Pools 24 inches deep or less and under 5000 gallons (typical inflatable and small kiddie pools) generally do not require permits or fencing. Above-ground pools over those thresholds need building permits and must satisfy barrier rules. If the pool wall is at least 48 inches above the adjacent grade on all sides, the wall itself may function as the required barrier, provided any ladders or steps are removable and locked (or hinged and secured) when the pool is unattended. Alternatively, a standard 48-inch perimeter fence around the pool deck satisfies the rule. Electrical bonding and GFCI protection still apply. Decking attached to an above-ground pool must meet structural standards and setback rules. Drain down and winterizing requirements apply to pools that freeze in Lubbock winters.
Building without permit: double permit fee plus stop-work. Missing or unlocked ladder: code enforcement citation same as unfenced pool.
