Lubbock adopts IRC Appendix G and the International Swimming Pool and Spa Code for residential pool barriers. Barriers must be a minimum 48 inches above grade measured from the outside of the enclosure. Vertical clearance between ground and bottom of barrier cannot exceed 2 inches. Horizontal openings or gaps cannot exceed 4 inches (or 1.75 inches where horizontal members are less than 45 inches apart). Gates must swing outward away from pool, be self-closing and self-latching, with release mechanisms at least 54 inches above grade. Where a dwelling wall serves as part of the barrier, doors leading to the pool must have alarms or the pool must have a power safety cover meeting ASTM F 1346. Texas Health and Safety Code Chapter 757 also requires barriers for pools at apartments, hotels, and certain multifamily properties. Spas and hot tubs with lockable rigid safety covers are exempt from the fence requirement.
