Under the adopted ISPSC Sec. 305, where an above-ground pool structure is used as the barrier, the ladder or steps must be capable of being locked or removed to prevent access; when secured, locked, or removed, any opening created must not allow the passage of a 4-inch sphere. If the ladder cannot be secured, the pool must be surrounded by a barrier meeting all other 48-inch barrier requirements. Jefferson Parish exempts only prefabricated pools less than 24 inches deep from a building permit, so a typical deeper above-ground pool still needs a permit and a compliant barrier or lockable ladder. Cities within the parish (Kenner, Gretna, etc.) apply their own permit rules.
An above-ground pool without a lockable or removable ladder and no enclosing barrier is a code violation. Final inspection and occupancy are withheld until access control meets the barrier code.
