Louisiana enforces the International Swimming Pool and Spa Code (ISPSC) Sec. 305 barrier standard through the state uniform construction code, which Jefferson Parish administers. The barrier top must sit at least 48 inches above grade; the maximum clearance between grade and the bottom of the barrier is 2 inches; and openings may not allow the passage of a 4-inch sphere. Pedestrian gates must open outward away from the pool, be self-closing, and have a self-latching device. In-ground pool sites must also have construction fencing at least 4 feet high from excavation until the permanent barrier is finished. Jefferson Parish also codifies pool rules in Chapter 34 (Swimming Pools) of its Code of Ordinances.
Final inspection is not approved and pool occupancy is not granted until all barrier requirements are met. Non-compliant or missing barriers are code violations subject to Inspection and Code Enforcement action and correction orders.
