Ramsey County sets no rule for private above-ground pools. Your city permits and inspects them under the Minnesota Residential Code, which requires a compliant safety barrier β the pool wall can serve as the barrier if it is at least 48 inches high above grade.
For a private above-ground pool, the Minnesota Residential Code barrier provisions apply and are enforced by your city building official (St. Paul, Roseville, Maplewood, etc.), not by the county. Where the top of the pool structure is above grade, the pool wall itself may serve as the barrier if it is at least 48 inches high; any attached ladder or steps must be removable, lockable, or protected by a self-closing, self-latching gate. Openings in the barrier must not allow passage of a four-inch sphere. Most cities require a building/electrical permit for above-ground pools above a set depth. County rule 4717 applies only if the above-ground pool is a public pool.
A city building inspector can cite an unpermitted or unbarriered above-ground pool and order the ladder secured or a barrier installed; unresolved defects can lead to fines.
