Above-ground pools in San Leandro need the same building permit as in-ground pools if water exceeds 18 inches, and electrical service must use a single-outlet locking GFCI receptacle at least 6 feet from the pool wall (or 10 feet if conditions are not met), per the City's submittal handout citing 2022 CEC Article 680.
Per the City of San Leandro Swimming Pool and Spa Plan Submittal Requirements, above-ground pools require a building permit covering electrical connections for the equipment, location/setbacks, and the same safety measures (5-foot fence, gates, door alarms) as in-ground pools. Most above-ground pumps use cord-and-plug connection with a max 3-foot cord; a 15A or 20A GFCI-protected receptacle (per pump manufacturer's listing) is required, located not closer than 6 feet from the inside edge of the pool wall. The receptacle must be a single-outlet type with a locking configuration, GFCI protection, and a weatherproof in-use bubble cover that closes with the plug installed. If those conditions are not met, the receptacle must be at least 10 feet from the pool wall. Conductors running across yards must be wet-location-rated, in underground conduit, and include a green insulated copper equipment grounding conductor not smaller than 12 AWG. Extension cords (other than the 3-foot factory cord) may NOT be used. The dual-drain anti-entrapment rule does NOT apply to above-ground pools that drain only through a surface skimmer.
An above-ground pool installed without a permit or without compliant GFCI protection will fail electrical inspection. Code Enforcement may red-tag the pool, require removal of unsafe wiring, and assess re-inspection fees plus possible double permit fees.
