New and remodeled San Leandro pools must include at least two of the seven drowning-prevention safety features from California Health & Safety Code §115922 (SB 442) and anti-entrapment dual drains per §115928, in addition to the 5-foot barrier and door alarms required by §115923.
California's Swimming Pool Safety Act (Health & Safety Code §115920–§115929), amended by SB 442 effective January 1, 2018, applies to every San Leandro permit for new construction or remodel of a private single-family pool or spa. The pool must be equipped with at least TWO of the following seven features: (1) an enclosure isolating the pool/spa from the home meeting §115923; (2) removable mesh fencing with self-closing self-latching key-lockable gate; (3) an approved safety pool cover (ASTM F1346); (4) exit alarms on doors providing direct pool access; (5) self-closing self-latching devices on those doors at ≥54 inches above the floor; (6) a pool alarm sounding on unauthorized water entry (ASTM F2208); or (7) other protection meeting/exceeding these. San Leandro's submittal handout further requires (a) door alarms that activate within 7 seconds, sound continuously for ≥30 seconds, auto-reset, and may only deactivate for a single opening for no more than 15 seconds (2022 CBC §3109.2 / H&S §115923(a)(4)); (b) two hydraulically balanced anti-entrapment drains per pump separated by ≥3 ft (§115928(a)(2), VGB Act compliance); and (c) tempered glass within 60 inches horizontally of the water's edge if the lowest pane edge is ≤60 inches above the walking surface (2022 CBC §2406.4.5).
Failure to install the required drowning-prevention features blocks final permit signoff. Operating a pool with a non-compliant suction outlet or missing barrier features can trigger building violations, mandatory abatement, and exposure to civil and criminal liability under the Pool Safety Act.
