Beyond California H&S 115920 barrier rules, Berkeley pool operators must comply with the federal Virginia Graeme Baker Pool and Spa Safety Act requiring VGB-compliant anti-entrapment drain covers on all suction outlets, or split drains, or a safety vacuum release system (SVRS). All pool electrical equipment must be on GFCI-protected circuits with bonding of metal components per CEC Article 680. Pool chemicals (chlorine, muriatic acid) must be stored in ventilated, locked locations away from ignition sources. Residential pools do not require lifeguards, but any pool serving more than a single-family residence (apartments, HOAs) must post safety signage, depth markers, and rescue equipment. Berkeley Environmental Health inspects public and semi-public pools annually.
